Executive Team Biographies

Bob Bruce, President and CEO

As president and CEO, Bob Bruce is responsible for Blue Cod’s strategic direction and operations with a focus on growing the company’s Managed Insurance Services business. Bruce is a leading technology executive with expertise in enabling internal IT organizations, and software and computer services companies to achieve high performance and increase revenue, profitability and quality.

As the former president of ClayPoint, Inc., Bruce worked with senior business and technology executives to strengthen product direction, sales and marketing strategies, and internal business and IT operations.

Prior to founding ClayPoint, Bruce served as president of Fiserv Property & Casualty Solutions, providing leading edge software applications, consulting and outsourcing services to the insurance industry. Bruce led the turnaround of an unprofitable company to one of solid growth and profit margins. Bruce also integrated three independent software companies into one. He developed a cohesive product strategy and gained economies of scale in sales, marketing, finance and administration.

Prior to Fiserv, Bruce was the CIO at Allmerica Financial Corporation, where he was recognized by Computerworld as one of the Premier 100 IT Leaders in the country. He was also instrumental in creating Allmerica’s first shared services company, consolidating all back office operations for customer service, administration and information systems across multiple companies.
Bruce joined Allmerica after sixteen years with Digital Equipment Corporation, rising to the position of CIO for Digital’s $7 billion worldwide computer services business.

Bruce began his career in a management development program at New England Mutual Life Insurance Company, where he led multiple customer service departments and oversaw the implementations of major computer system projects. He received a bachelor of science from Tufts University and completed the Advanced International Management program at INSEAD in Fontainebleau, France. Bruce has served as a judge for CIO Magazine’s CIO 100 Awards from 2009 - 2011 and also served as a judge for MIT Sloan’s 2010 and 2011 CIO Symposium Awards Program.

Simon de Montfort Walker, Executive Vice President, Operations

As the executive vice president of operations, Simon de M Walker is responsible for developing the strategy and execution plans for Blue Cod’s Managed Insurance Services. Walker has successfully led the outsourcing and technology teams for Blue Cod since 2009 and has dramatically improved operational efficiencies that have increased gross margins for the company.  He has also directed the realignment of the company’s business processing and information technology outsourcing offerings to enable Blue Cod to effectively scale its services to accommodate future growth.

Prior to joining Blue Cod, Walker was the general manager at Octavian Solutions, a SaaS solutions firm with products focused on wealth and asset managers. Walker joined Octavian from Unicorn Solutions where he served as a CEO. As CEO of Unicorn, Walker focused on company strategy, sales effectiveness, operational excellence and improving connectivity between the marketplace and Unicorn’s delivery.  In 2006, Walker successfully negotiated the sale of Unicorn to IBM.  Prior to joining Unicorn, Walker served as a director of business consulting at Sapient Corporation.

Walker received his bachelor of arts in economics, with honors, from the University of Kings College and an MBA, with Honors, from the University of Texas, Austin.

James Heelon, Director, Finance & Administration

James (Jay) Heelon is responsible for all financial and administrative matters at Blue Cod.  In 2006, Heelon joined Blue Cod to lead in the implementations for the then-emerging BPO organization. During 2007 Heelon moved into the corporate controller role and created the formal accounting organization that guided Blue Cod through its first full scope audit for that same year.  Since then Heelon has also managed and directed the accounting, finance, human resources, communications, employee services, facilities and purchasing teams.

Prior to joining Blue Cod, Heelon held several management positions during his four years within the finance organization at Oracle Corporation. In his last assignment at Oracle, Heelon was responsible for the completion and successful staffing of a 1,400 person business process outsourcing center in Bucharest, Romania. 

Heelon earned his CPA credentials during his tenure at Grant Thornton LLP and holds a bachelor of arts in accounting and finance from the University of Massachusetts, Lowell.

Jon Hughes, Assistant Vice President, Managed Business Services

As the assistant vice president of Blue Cod's Managed Business Services, Jon Hughes is responsible for the day to day management of the company's operations.  With more than 17 years of experience in the property and casualty insurance industry, Hughes directs the Systems Operations and Operations Services teams.  Additionally, Hughes manages Business Operations teams which include Customer Service, Document Services, Print and Distribution, Premium Services and Policy Services.

Prior to Blue Cod, Hughes was the general services manager at Arbella Insurance Company. Previously, he was the general services manager for The Covenant Insurance Group of Connecticut and Massachusetts, where he was responsible for agency relations, customer service, data processing, print and distribution and premium services.  

Hughes holds associate’s degrees in both insurance services and personal insurance. 

Rob DelMastro, Executive Vice President, Managed Technical Services

As executive vice president, Managed Technical Services, Rob DelMastro is responsible for establishing and managing the product roadmap for Blue Cod’s software development.  DelMastro brings more than 25 years of P&C experience to his role and has an extensive insurance experience in a number of business functions including underwriting, actuarial and claims.

Prior to joining Blue Cod as a founding partner in 2000, DelMastro held various senior positions in application development, network architecture and systems engineering at Allmerica Property & Casualty and the Covenant Group.  He also served as an actuary at Hanover Insurance. DelMastro received a bachelor of science from Clark University in applied math.

Francesca D’Angelo, Executive Vice President Delivery Services

As executive vice president, delivery services, Francesca D’Angelo is responsible for defining, executing and delivering the company’s services and leading Blue Cod’s team of implementation specialists. With more than 25 years of experience in the property and casualty industry, D’Angelo has a proven track record as a project leader and systems consultant.  Since co-founding Blue Cod in 2000, she has directed various departments including finance, operations and human resources.

Previously, D’Angelo worked for Allmerica Property & Casualty and at the Covenant Group’s Massachusetts and Connecticut offices. D’Angelo received a bachelor of arts degree from the University of Massachusetts, Lowell in music education and completed computer management training at Becker Jr. College.

Enrique Colbert, General Counsel

Enrique Colbert is responsible for all legal matters at Blue Cod, including structuring, negotiating and documenting customer and partnership transactions and bank and investor financings; advising human resources personnel on employment matters; and performing general corporate and other transactional work. He previously served as Associate General Counsel at BladeLogic, where he helped guide the company through the IPO process and eventually through an acquisition by BMC Software. He began his legal career as an associate at Goodwin Procter in Boston. Enrique holds a B.A. degree from Dartmouth College and his J.D. from Boston College Law School.
